GCVS Response to National Care Service Bill

 

GCVS has responded to the Scottish Parliament Health Committee’s call for views on the National Care Service (NCS) Bill.

This is part of Stage 1 of the legislative process – you can find out more about this here.

There is much in the Bill which potentially affects the voluntary sector and the people and communities we work with.  Our response builds on previous submissions, e.g. to the Scottish Government National Care Service consultation, as well as feedback from the voluntary sector during recent health and care events.  We are grateful to colleagues and charities across the City who have shared their ideas and experiences with us.

Our response covers:

  • The principles underpinning the Bill;
  • The context in which the Bill is being taken forward, including the continued COVID pandemic and cost-of-living crisis;
  • The role of the voluntary sector in health and care, and issues linked to workforce, funding and commissioning;
  • What is needed to ensure effective involvement of people and communities in shaping the National Care Service;
  • A call for urgent social care recovery – starting with action on fair work, care charging and secure funding.

We have provided thoughts on particular sections of the bill too.
